The main structure of the first cross-border cableway between China and Russia—the Heihe–Blagoveshchensk cross-border cableway over the Heilongjiang River—has recently been completed. The entire project is expected to be finished by the end of this year, significantly boosting bilateral passenger traffic.

As a flagship infrastructure project under bilateral cooperation, the cableway connects Daheidao Island in Heihe City, Heilongjiang Province, with the central riverfront area of Blagoveshchensk, Russia. Spanning roughly 970 meters horizontally, it features two cabins, each with a capacity of 110 passengers, a maximum speed of 12 m/s, and a single crossing time of 6–8 minutes. Its annual one-way design capacity is 2.6 million passengers. The towers and supports are now in place, and the steel cables have formally linked the two cities. Viewed from the riverbank, the structure presents an imposing sight.

Heihe and Blagoveshchensk face each other across the river, with just 750 meters separating the two cities at their closest point. They share robust trade and cultural ties. Upon completion, the cableway will create a multimodal cross-border transport network alongside bridge and ferry services, bolstering the integrated development of tourism, logistics and commerce in both border regions.
