China has introduced new regulations to guide the development of AI services designed to simulate human-like interaction, with a strong focus on safeguarding minors while supporting innovation.
The measures, set to take effect on 15 July 2026, apply to platforms that replicate personality traits, thinking patterns and emotional communication in ongoing interactions. They aim to ensure these technologies evolve in a safe, responsible and sustainable manner.
Under the framework, providers must prevent content that could encourage risky behaviour, foster harmful habits or negatively affect the physical and mental well-being of young users. Systems are also restricted from generating material involving self-harm, abuse or emotional manipulation, including content that could lead to unhealthy dependency or distorted social relationships.
As such technologies expand across areas such as education, cultural exchange and care services, the rules promote a balanced approach, encouraging growth while reinforcing oversight to support a healthy digital environment.
