The Hong Kong Productivity Council and the International Advanced Technology Application Promotion Center (Greater Bay Area) recently exchanged the "Hong Kong–Guangdong (Nansha) Full-Space Unmanned Systems and Low-Altitude Economy Bilateral Sandbox Cooperation Memorandum", officially launching the Guangdong–Hong Kong Low-Altitude Economy Bilateral Sandbox Cooperation Mechanism.

As the first of its kind in China, this mechanism leverages Hong Kong's internationalized institutional strengths and Nansha's full-space unmanned systems testing ground to build a cross-border low-altitude economy innovation platform of international influence. It aims to deepen integration across the fields of innovation, industry, capital, and talent, while advancing rule alignment, mutual recognition of standards, technical validation, and scenario application for full-space intelligent unmanned systems. Ultimately, it seeks to explore a replicable and scalable cross-border low-altitude economy model for the Guangdong–Hong Kong–Macao Greater Bay Area.

This cooperation marks Hong Kong's low-altitude economy transitioning from local regulation to the joint development of cross-border rules within the Greater Bay Area. It lays a solid foundation for cross-border application of full-space unmanned systems, supports the Greater Bay Area in building a world-class industrial cluster in this field, and positions it as a globally influential hub for low-altitude economy innovation.
