Hong Kong’s first Five-Year Plan is setting out a broader vision for the city’s international role, building on its strengths in finance, trade and professional services while opening new opportunities in innovation, culture and sports.

The 2026-2030 plan aims to reinforce Hong Kong’s position as an international financial, trade, maritime and aviation centre, while developing it as an international innovation and technology centre and a global hub for high-calibre talent. It also places greater emphasis on culture, sports and tourism.

Business leaders from Britain, Europe and Australia said the clearer long-term direction could give international companies greater certainty as they explore opportunities in Hong Kong. They highlighted the city’s links with the Chinese mainland and overseas markets, as well as its legal and professional foundations.

The Northern Metropolis is expected to play a key role, with business leaders calling for it to develop as an integrated economic and liveable region where businesses, universities and communities can grow together.

Meanwhile, major concerts and sporting events, alongside international partnerships in culture and youth football, are further strengthening Hong Kong’s global connections.
