China’s AI Plus initiative positions artificial intelligence as a key area of international cooperation and global competitiveness, as Beijing seeks to play a larger role in shaping the future development and governance of AI technologies.
The plan states that China will promote AI as an international public good that benefits humanity, while supporting an open and collaborative ecosystem based on equality, mutual trust, diversity and mutually beneficial outcomes.
Authorities also aim to expand the global availability of Chinese open-source AI tools and strengthen AI capacity building in developing countries, particularly across the Global South. The initiative says these efforts are intended to help bridge the global “intelligence divide” and allow more countries to participate in the development of AI technologies.
The strategy additionally expresses support for the United Nations as the leading platform for global AI governance and international coordination.
