China’s AI Plus initiative places strong emphasis on strengthening the technical foundations needed to support long-term AI development, including models and algorithms, high-quality data, computing power, talent development and the open-source ecosystem.

The plan calls for greater research into foundational AI theories, more efficient model training methods and new systems for evaluating model capabilities. Authorities are also seeking to improve access to high-quality datasets by refining data property rights and copyright systems, while encouraging legal and compliant data sharing.

To strengthen domestic computing capabilities, China aims to support innovation in AI chips, improve the efficiency of data centres and expand interconnected national computing infrastructure and cloud services.

Talent development is another major priority, with AI integration planned across all levels of education alongside expanded AI-related academic programmes and teacher training.

The initiative additionally supports the growth of open-source AI communities, tools and projects with global reach, reflecting Beijing’s push to increase the international competitiveness of Chinese AI technologies.
