Shenzhen is stepping up its ambitions in artificial intelligence, unveiling a new three-year plan to become a global powerhouse in AI hardware. The strategy focuses on building strength across the full supply chain, from core chips and storage to the key components that power next-generation data centres.

At the heart of the plan is a push to develop advanced “intelligent computing clusters,” supported by the city’s deep ecosystem of hardware manufacturers. By encouraging collaboration between major firms and smaller innovators, Shenzhen aims to accelerate breakthroughs in areas such as high-performance storage, enterprise-grade memory and advanced chip packaging.

The initiative also aligns with China’s broader drive for technological self-reliance, with a focus on strengthening domestic capabilities amid ongoing global semiconductor tensions.

As part of a wider vision to position itself as an AI pioneer, Shenzhen is expanding its network of computing infrastructure while nurturing a fast-growing community of AI companies. The city’s push could further reinforce the Greater Bay Area’s role in the global technology landscape.
