China has unveiled a new framework to strengthen AI safety governance as the country advances the development and application of artificial intelligence.
The AI Safety Governance Framework 3.0 was released on Monday at the opening of China’s 2026 Cybersecurity Week in Jinan, Shandong Province.
The updated framework expands its focus from individual technologies to the full AI lifecycle, covering data, algorithms, models, applications and supply chains. It also introduces more specific categories of emerging risks, including those linked to AI agents and impacts on cybersecurity.
The framework sets out more systematic governance measures, including a flexible and controllable sandbox regulatory environment, while clarifying the responsibilities of governments, companies, industry groups and other stakeholders.
The event also released test results on AI-enabled cybersecurity applications and a list of consumer networked cameras that have completed cybersecurity labelling registration.
