The Northern Metropolis is Hong Kong's most ambitious development project, introduced in the city's First Five-Year Plan, aiming to build a greener, smarter, and more open district from scratch with innovative urban planning, drone networks, and autonomous vehicle testbeds. It will feature 70,000 new housing units, protected nature reserves, major innovation hubs like the San Tin Technopole and Hetao Co-operation Zone, a 1,000-hectare university town, and next-generation cross-border transport links to Shenzhen and the Greater Bay Area. Covering about one-third of Hong Kong's land area, the Northern Metropolis positions as Hong Kong's second economic engine for future generations.
