Hong Kong’s first five-year plan for economic and social development (2026-2030) puts young people and education at the centre of efforts to build the city’s future, with a focus on expanding opportunities to learn, develop skills and pursue careers.

The plan includes two dedicated sections on youth development and calls for more support to help young people gain work experience and pursue their ambitions. It also seeks to strengthen Hong Kong’s appeal as an international education hub by promoting the “Study in Hong Kong” brand and expanding academic and research collaboration.

Education and innovation will also be brought closer together in the Northern Metropolis, where University Town development will connect universities with technology and industry. The San Tin University Town, for example, will focus on emerging fields including artificial intelligence, robotics and microelectronics.

The approach aims to give young people greater access to education, research and career opportunities while strengthening the talent base needed for Hong Kong’s long-term development.
