Hong Kong is stepping up efforts to strengthen its position as an international hub for post-secondary education, with the city’s first Five-Year Plan highlighting talent, research and international engagement as key priorities.

University Grants Committee (UGC) Secretary-General Professor James Tang promoted the “Study in Hong Kong” brand during a visit to the UK, Austria and Switzerland from September 7 to 19, highlighting opportunities for international students and academics.

In Glasgow, Tang joined representatives from all eight UGC-funded universities at the European Association for International Education Conference and Exhibition, where a Hong Kong Pavilion showcased the city’s higher education sector and global partnerships.

Tang also highlighted the planned Northern Metropolis University Town, describing it as a major opportunity to expand Hong Kong’s education capacity while bringing education, technology and talent closer together.

The First Five-Year Plan for Economic and Social Development of the HKSAR, covering 2026 to 2030, identifies strengthening Hong Kong’s international education role and nurturing high-calibre talent among its priorities.

During the European visit, Tang held discussions with institutions and research funding bodies on international collaboration, research development and opportunities for closer links with Hong Kong universities.
