Guangdong has unveiled an ambitious three-year action plan to strengthen its position as a global services trade hub, targeting total services trade of more than US$310 billion by 2028, with average annual growth exceeding 10 percent. The province also aims for knowledge-intensive services to account for more than half of total services trade by then.
To support these goals, authorities are accelerating the development of sectors including international logistics, cross-border finance, software outsourcing, exhibitions and conferences, intellectual property services and overseas video game publishing, while continuing to enhance the global profile of the “Guangdong Services” brand.
Tourism is also a major focus, with the province planning to integrate intangible cultural heritage such as Cantonese opera and wushu into new travel products and Greater Bay Area multi-destination routes. Meanwhile, Guangzhou and Shenzhen are being positioned as leading international shipping and aviation hubs, alongside fresh support for gaming, digital culture and overseas publishing services.
